Is the United States planning to cut green energy subsidies and revoke electric  vehicle tax credits?
According to reports from multiple overseas media including Reuters, Republican members of the U.S. House of Representatives announced a draft bill on Monday. The draft bill aims to end the U.S. government's subsidies for renewable energy and revoke the tax credit policy for electric vehicle purchases.
 
The bill plans to gradually eliminate tax credits for low-carbon energy. Although these tax incentives were originally thought to be particularly beneficial to wind and solar energy, they actually apply to any energy source that meets specific emission standards.
 
In the Republican legislation, these tax credits will be gradually reduced. For projects that start generating electricity in 2029, the credit amount will be reduced to 80% of the original; for projects that start generating electricity in 2030, it will be reduced to 60%; and for projects that start generating electricity in 2031, it will be reduced to 40%. New projects launched after 2031 will no longer be eligible for any tax credits.
 
The bill also proposes to end tax credits for used electric vehicles purchased after the end of this year and new electric vehicles put into use after the end of next year, and sets a cap for new electric vehicles put into use between 2025 and 2026: If a manufacturer has sold more than 200,000 electric vehicles in the United States between 2010 and 2025, consumers will not be able to receive corresponding tax credits. Previously, these two types of electric vehicle tax credits were originally applicable to vehicles purchased before the end of 2032.
 
In addition, the bill also cancels tax incentives for hydrogen energy projects. Projects that start construction after this year will no longer be eligible for tax credits, while the original plan of the Democratic Party was to continue providing subsidies for facilities that start construction before 
2033.

3521%! The United States' imposition of  the highest tariff on solar equipment from four Southeast Asian countries is a  foregone conclusion.
According to Bloomberg and several other media reports, the US Trade Commission concluded on Tuesday that the import of solar products from Southeast Asia poses a threat to domestic manufacturers. This means that the imposition of high tariffs on related equipment from four local countries is a foregone conclusion.
 
The US International Trade Commission voted on the same day to determine that the import of solar cells and modules from Cambodia, Malaysia, Thailand and Vietnam is harming the interests of US manufacturers. Thus, the relevant tariffs have crossed the final key threshold for full effectiveness, laying the foundation for their implementation in June.
 
This ruling is a victory for manufacturers operating in the United States. Companies including Hanwha Q Cells and First Solar Inc. have accused the surge in low-priced products from Southeast Asia of causing difficulties in their domestic production and sales of equipment, and even the tax incentive policies promoted by the authorities to manufacture advanced energy technologies in the United States have proven ineffective.
 
According to the tariffs actually calculated by the US Department of Commerce last month, some manufacturers in Cambodia will face a tax rate as high as 3521%, reflecting the impact of the country's decision to stop cooperating with the US investigation. The tax rates for other countries and enterprises are much lower. The average tax rate in Vietnam is 396%, 375% in Thailand, and 34% in Malaysia.
 
The United States previously conducted a one-year-long trade investigation and believed that the solar product manufacturers in the above four countries have unfairly benefited from government subsidies and exported to the United States at prices lower than production costs. The investigation was carried out at the request of US solar manufacturers and was initiated during the tenure of former President Joe Biden.
 
However, whether the tariffs will be imposed depends on the ruling of the International Trade Commission on Tuesday regarding whether producers have been harmed or threatened by imported products.
 
Data from New Energy Finance shows that the United States imported $12.9 billion worth of solar equipment from these four countries last year, accounting for nearly 80% of the total imports of such equipment.

On May 22nd, the National Energy Administration released the statistical data of the national electric power industry from January to April. Among them, the newly installed photovoltaic capacity from January to April was 104.93 million kilowatts, and the newly installed capacity in April alone was 45.22 million kilowatts, with a year-on-year growth of 214.68%.
 
By the end of April, the cumulative installed power generation capacity in the country was 3.49 billion kilowatts, with a year-on-year growth of 15.9%. Among them, the installed capacity of solar power generation was 990 million kilowatts, with a year-on-year growth of 47.7%; the installed capacity of wind power was 540 million kilowatts, with a year-on-year growth of 18.2%.
 
From January to April, the cumulative average utilization of power generation equipment in the country was 1,008 hours, 103 hours less than the same period last year. The investment in power source projects of major power generation enterprises in the country was 193.3 billion yuan, with a year-on-year growth of 1.6%; the investment in power grid projects was 140.8 billion yuan, with a year-on-year growth of 14.6%.

Restricted by land resources and grid connection conditions, the photovoltaic industry has shifted from large-scale expansion to refined development, and the technological transformation of old power stations has become a key breakthrough to awaken the value of existing power stations. By the first quarter of 2025, the cumulative installed capacity of photovoltaic power in China had exceeded 945 GW, among which the old power stations connected to the grid in 2018 and before reached 174 GW, accounting for nearly 20%. These old power stations generally suffer from the pain points of high efficiency decay and low unit output value. Especially, the power stations in 2014 and before mostly used polycrystalline modules, with an average annual decay of about 1%, and the efficiency of the modules has been greatly reduced so far.
 
According to the calculation of Sungrow Intelligent Maintenance, there is an efficiency gap of nearly 10% between the efficiency of the early mainstream modules and the current mainstream products. With the same land area and without changing the module layout, the output value per unit area of the old power stations is only 62% - 72% of that of the new power stations. However, in contrast to the hundreds of gigawatts of old existing power stations, the implementation of technological transformation of photovoltaic modules is still hampered by many factors, and the business model needs to be improved.
